preferring our alternative, (which was said to
be more in accordance with Home practice), there will presumably be no further objection
to accepting the local scheme; but, as
Mr. Rogers observes in his minute on that paper,
the question of the residential allowance cannot
be decided until action on the Anomalies
Committee's report is approved by the Secretary
of State, and that file should, therefore, be
recirculated for a draft to the Governor, which
will take cognisance of the decision.

teachers in the Education Department of

Hong Kong that the new salary scheme which
applicable to them, AMMANNÍSUN . The Governor
refers in the course of his despatch, No. 5 in
this file, to an improvement of the remuneration
of the post of Senior Mistress. As far as
I understand the complaints which have been put
forward by the women teachers, this in itself
would not go far enough to remove their grievances,
but I feel it is impossible to take any official
complaints
action on those Endavasers in their present form.
Perhaps, however, we could usefully write s.o.
to Sir G. Northcote with reference to No. 5
in this file and refer to the information we have
as to the petition sent to the Governor locally
in 1937 and say that we have received No. 2 from
Dr. Esdaile but that we obviously can take no
official action on the representations made
